Special council hearing set July 16 after complaint against On the Border restaurant

The Franklin Common Council voted July 7 to issue a summons and schedule a special hearing on Thursday, July 16 at 6:30 p.m. in the Common Council Chambers to consider a complaint against HBNH LLC, doing business as On the Border, related to its licenses (Class B intoxicating liquor, Class B fermented malt beverage, entertainment and amusement, and cigarette machine sales).
City counsel described statutory procedures for issuing a summons and setting a hearing under Wisconsin statutes; special counsel Nicholas Serwin, who had worked with the police department on the complaint, was in the audience. The council approved a motion to issue the summons and separately approved scheduling the July 16 hearing; roll calls showed five ayes and one abstention on the scheduling motion (Alderman Kenny abstained due to conflict).
City staff said the hearing will be an evidentiary event in which the complainant and the licensee may present testimony and legal representatives may appear. The council advised members that the hearing date was set to meet statutory time limits for municipal summons and complaint proceedings.
