Council rejects high bid for South Chapel Hill water main, plans to rebid in fall

The City Engineer reported to the Franklin Common Council that recent bids for the South Chapel Hill Drive water main relay came in significantly higher than anticipated. The engineer said that area has had multiple water main breaks in recent months and that the intent was to replace the water main before repaving the road as part of the annual program.
Because only one bid was received and it was "really high," the city engineer recommended rejecting the bid, rebidding in the fall and postponing construction so the work could be completed in coordination with next year's street program. Councilors moved and carried a motion to reject the bid; staff said they will notify residents and rebid the project with the goal of construction by the following Labor Day if pricing allows.
