Tecumseh council approves CDBG application, budget ordinance and pool repainting contract

TECUMSEH, Neb., Sept. 2, 2025 — The Tecumseh City Council on Tuesday approved a Community Development Block Grant (CDBG) application and a package of fiscal and project measures aimed at downtown revitalization and municipal maintenance.
During a brief public hearing, Brittany McCullough of the Southeastern Nebraska Development District (SENDD) reiterated the terms of the city’s application to the Nebraska Department of Economic Development for a CDBG to fund commercial façade rehabilitation in downtown Tecumseh. Councilors then approved a resolution authorizing Mayor Jesse Grof to sign the application and named the city’s Economic Development Board to act as the CDBG Downtown Revitalization committee.
Why it matters: If funded, the CDBG DTR program would provide grant support for commercial façade improvements, which city leaders said is part of broader downtown revitalization planning. The council approved program guidelines and identified an oversight committee to administer award decisions.
Council action and fiscal measures The council unanimously approved, with Council Member Alicia Brommer recorded as absent, a $25,000 agreement with SENDD to support the NDEE GRID Resiliency Project. Brian Britt moved to approve the agreement; Lorie Topp seconded the motion.
The council also approved CDBG Downtown Revitalization program guidelines (motion by Tyler Speckmann; second by Travis Goracke) and passed a resolution setting the 2025–2026 property tax request at an amount different from the prior year (motion by Lance Beethe; second by Brian Britt). Councilors voted to increase the Restricted Funds Base in the 2025–2026 budget by 1% over the allowable growth percent (motion by Tyler Speckmann; second by Travis Goracke).
Budget ordinance Councilors introduced and then approved final passage of the ordinance adopting the annual appropriation (the 2025–2026 budget statement). The council voted to waive the statutory rule requiring three separate days of reading and ordered the ordinance published in pamphlet form. City Clerk Janelle Moran reported that the budget will be filed with the state and that auditors will begin work for the 2024–25 audit cycle.
Contracts and local projects The council approved an Economic Development Lot Transfer Agreement with Louis Keim and authorized the mayor to execute the deed (motion by Travis Goracke; second by Lorie Topp). It also awarded a $58,710 contract to Miller Painting and Decorating for sandblasting and repainting the municipal swimming pool (motion by Lorie Topp; second by Lance Beethe).
Consent business and adjournment Councilors approved the consent agenda, including minutes of the Aug. 18, 2025 meeting and payment of city bills (motion by Lorie Topp; second by Tyler Speckmann). The meeting adjourned at 5:29 p.m.
What’s next The mayor is authorized to sign the CDBG application and the city’s Economic Development Board is to serve as the review committee for DTR awards; staff will proceed with implementation steps contingent on program rules and funding approvals.
