Tecumseh council declares downtown blighted, approves downtown revitalization plan and zoning changes

The Tecumseh City Council voted unanimously on Oct. 6 to declare the city’s downtown redevelopment area “Blight and Substandard,” adopt zoning changes to allow new housing types downtown and approve the Downtown Revitalization (DTR) Project Phase I plan. The roll-call votes on the formal items were 5–0 with Councilmember Travis Goracke absent.
City Attorney Bruce Dalluge explained the purpose of a blight and substandard designation during the public hearing; following that hearing Councilmember Alicia Brommer introduced Resolution 2025-15 to formally declare the downtown area blighted. The resolution was seconded by Lorie Topp and passed 5–0. The designation accompanies the DTR planning work the council approved.
The council also moved to revise the Tecumseh Zoning Ordinance by deleting section 5.12.03.14 and adding sections 5.12.02.13, 5.12.02.14 and 5.12.02.15 to allow single-family detached dwellings, single-family attached dwellings and two-family duplex dwellings in the identified areas. Lance Beethe moved to introduce the ordinance and to waive the statutory rule requiring three separate readings; Tyler Speckmann seconded. A subsequent motion by Beethe, seconded by Alicia Brommer, approved final passage and directed the ordinance be published in pamphlet form. Recorded votes on the motions were 5–0, with Goracke absent.
Council also approved the Downtown Revitalization Project Phase I Plan prepared by Hanna:Keelan Associates (dated August 2025). Brian Britt moved to approve the Phase I plan and Lorie Topp seconded; the motion carried 5–0. The plan approval and zoning changes are intended to allow a broader range of housing types and to align code with the DTR implementation steps.
During discussion, community members raised concerns about potential historic-district maintenance or code-enforcement provisions that could require owners to maintain downtown properties, especially where buildings share common walls and some owners are absentee. Council members said staff will draft policy options and ordinances to address upkeep and enforcement but noted multiple practical and legal considerations must be weighed before new code is adopted.
The council’s actions on the blight designation, zoning changes and the Phase I DTR plan lay groundwork for upcoming demolition work tied to the DTR process and for future project funding and implementation decisions. The ordinance and resolution passed will be published according to statutory requirements.
