Palmyra approves consent agenda, accepts grants and appoints Fire Police with one abstention

At its June 2, 2025 council caucus meeting the Borough of Palmyra approved a consent agenda that included two grant acceptances, several personnel appointments, liquor-license renewals and other routine items; later the council separately approved a Fire Police appointment with one abstention.
Mayor Gina Ragomo Tait read a slate of resolutions into the record. The consent slate approved by roll call included:
- Resolution 2025-158: FY2025 Clean Communities Grant acceptance in the amount of $20,995.97 (N.J.S.A. 40A:4-87 Chapter 159). - Resolution 2025-167: 2025 Legislative Grant in the amount of $100,000. - Resolution 2025-159: Appointment of Scott A. Clemmer as full-time Public Works Laborer, Level I, at $19.00 per hour, effective June 23, 2025 (subject to offer terms). - Resolution 2025-160: Appointment of Anthony M. Foster as seasonal part-time Tax/Customer Service Clerk at $15.58 per hour, not to exceed 20 hours per week, effective May 28, 2025. - Liquor license renewals for several local establishments and other routine refunds and adjustments (see council resolutions for full list).
President Timothy Howard moved to approve Resolutions 2025-158 through 2025-167 and Resolution 2025-169 (which endorses the Housing Element and Fair Share Plan); Ms. Jessica O'Connor seconded. At the roll call the votes in favor were Council members Richard Dreby, John Liebe, Sean O'Connell, Jessica O'Connor and President Timothy Howard; none voted against and the motion carried.
Later in the meeting Mayor Tait read Resolution 2025-168, appointing Howard Dreby as Fire Police for the Borough of Palmyra Fire Department; that resolution was called for separate consideration, moved by President Howard and seconded by Mr. O'Connell. Roll call on Resolution 2025-168 recorded votes in favor by John Liebe, Sean O'Connell, Jessica O'Connor and President Timothy Howard; Council member Richard Dreby abstained. The motion carried and Resolution 2025-168 was approved.
Other items included small administrative refunds (for example, a $27 mattress/box-spring disposal refund to Corinne Costello and an overpayment refund of $1,210.72 to Lereta) and several liquor-license renewals for 2025'2026.
What happens next: personnel appointments take effect on their specified dates; grant acceptance allows staff to proceed with the administrative steps required to expend and report on the funds. The meeting adjourned at 7:41 p.m.
