Palmyra council endorses Housing Element; Conifer reports first buildings due by July

On June 2, 2025, the Borough of Palmyra council endorsed the Housing Element and Fair Share Plan (HEFSP) and received a series of redevelopment updates, including a progress report on a 102-unit affordable housing project by Conifer.
The endorsement of the HEFSP was approved as part of the consent slate of resolutions read into the record by Mayor Gina Ragomo Tait and carried by roll call vote. The endorsement follows action at the Land Use Board, which Mr. Brewer said had approved the Housing Element and forwarded it to the governing body for formal endorsement.
Mr. Gural briefed council on multiple redevelopment matters. He said the Land Use Board granted final site-plan approval to redeveloper PURE for the Northern Triangle portion of the Rt. 73 South Redevelopment Area, subject to an updated redevelopment agreement being completed. Mr. Brewer told council he is reviewing comments related to that agreement and that the Land Use Board's hearings on other sites will be transcribed and provided to the governing body for review.
On Conifer's affordable housing project, Mr. Gural said the mayor and about 20 residents attended a recent site visit; "they are anticipating completion of the first three buildings by July of 2025," he said, and added that Conifer has received more than 500 applications and has begun tenant screening for the 102 units. The council did not take additional action on Conifer that evening; the update was informational.
Mr. Brewer reported the Land Use Board recommended that additional parcels be designated as areas in need of redevelopment after reviewing studies and testimony related to Pamarco & Armotek Industries and Callahan Chemical. Those recommendations will be memorialized in transcripts the governing body will be asked to review; designation by the governing body is a separate procedural step.
The meeting also included a notice that the Borough will host the New Jersey Brownfield Symposium on June 27, 2025, and that the Borough had been nominated for a Phoenix award at the national Brownfields convention.
What happens next: the HEFSP endorsement is now part of the Borough's municipal record following the council vote; transcripts from recent Land Use Board hearings will be delivered to the governing body for certification and any subsequent council action on redevelopment-area designations will follow required statutory procedures.
