Palmyra hears ERI maps and park improvement timing; Legion Field safety measures proposed

At the May 19 meeting, William Kirchner of ERI briefed the council on pavement and right-of-way condition maps for 2025 and outlined recommended safety and park improvements.
Kirchner explained the color-coded 2025 Pavement Condition Map and 2025 Right-of-Way Condition Map and discussed priorities for the borough's 2026 street improvement program. He recommended “difficult to climb” 6-foot fencing along the railroad frontage at Legion Field and crosswalk improvements at Park, Walnut and Little Broad intersections to improve pedestrian safety.
Kirchner also said the manufacturer of the planned park equipment has delayed delivery until the end of June, prompting an extended completion date for park improvements to the end of August. He noted the borough is exploring a Burlington County Municipal Parks Grant to remove a nonworking fountain at Legion Field and replace it with two pickleball courts.
Regarding utilities, Kirchner reported that the Berkley Avenue pump station is taking shape and is expected to be online by the end of July. He also said the Fire Company is reviewing a large design proposal for floor and foundation repairs that would be subject to public bidding and dependent on available funding sources.
Council and staff agreed to follow up with more detailed cost estimates and funding options before finalizing projects.
