Palmyra redevelopment updates: Conifer housing ahead of schedule; Land Use Board to hear redevelopment determinations May 28

Borough officials reported multiple redevelopment updates May 19, including strong interest in a 102-unit affordable housing project and upcoming Land Use Board hearings on redevelopment determinations.
Mr. Gural told the council that the Conifer affordable-housing project is progressing ahead of schedule and that the borough has received over 500 applications for the 102 units. A site visit is scheduled for Thursday, May 29 at 5:00 p.m., and the borough will invite the school board to tour the site.
On other redevelopment matters Mr. Gural said Outlaw Training & Fitness (620–622 Highland Ave) has requested a pre-construction meeting but has not posted the required escrow; borough staff and consultants will follow up. Mr. Gural also said there was no new report on the Sea Box/ELM Office LLC property (the former Knights of Columbus site) and that Mr. Gerkens is preparing a study regarding the former Palmyra liquor-store property.
Andrew Brewer of Maraziti Falcon LLP said he is waiting for comments from CherylLynn Walters, who represents PURE, on a sub-redevelopment agreement with Kerbeck and needs clarification on an interim cost agreement and escrow deposits. Mr. Rosenberg reported the redeveloper needs a wetland delineation and that although initial cooperation was indicated by gas station owners, that cooperation has not continued; Rosenberg said he will review forms with Brewer and Mr. Gural before the borough signs any certification requested by the redeveloper.
Mr. Gural said the Pamarco & Armotek Industries matter (701 Roto Ave) and a Callahan Chemical matter will be before the Land Use Board on May 28 for determination of areas in need of redevelopment; if the board finds an area is in need, redevelopment plans would be developed at a later date. The borough also expects the HEFSP public hearing to be on the Land Use Board agenda that evening.
Finally, Mr. Gural announced the NJ Brownfield Summit will be hosted at the Cove in Palmyra on June 27, 2025, and noted the borough has been nominated for the Phoenix award at the Brownfields 2025 Convention in Chicago.
