The Borough of Palmyra Council approved a four-item consent agenda at its May 19 regular meeting, authorizing payment of $2,541,730.11 in May bills, endorsing the borough's Housing Element and Fair Share Plan (HEFSP), confirming a municipal building official’s appointment and approving a $4,000 change order to a 2024 road contract.
Mayor Gina Ragomo Tait read the consent resolutions into the record before the council voted. Resolution 2025-153 authorized Change Order #2 to Pioneer General Contracting Co., Inc., increasing the 2024 road project contract by $4,000 to an adjusted total of $496,502.55, per ERI’s recommendation. Resolution 2025-154 expressed the borough’s intent to endorse the HEFSP as adopted by the Land Use Board. Resolution 2025-155 confirmed Robert (Bob) Salmons in multiple sub-code official and inspector roles and approved a $6,000 salary increase effective May 1, 2025, with a second $6,000 increase effective Nov. 1, 2025. Resolution 2025-156 authorized payment of the May 2025 bills totaling $2,541,730.11.
Councilmember Jessica O'Connor moved to adopt the consent package and Councilmember Natasha Latimore seconded. At the roll call the four members present — Latimore, John Liebe, Sean O'Connell and O'Connor — voted in favor; none opposed. The motion carried and the resolutions were enacted.
Earlier in the meeting the council approved the May 5, 2025 executive-session minutes. That motion passed with Latimore, O'Connell and O'Connor voting in favor and John Liebe recorded as abstaining. The council also approved the Treasurer's Report for April 2025 by unanimous vote of members present.
The meeting record shows the vote counts and motions as read into the record; the resolutions were placed on the consent agenda and no council member asked to remove any item for separate discussion. The council subsequently approved a closed-session resolution related to contracts, negotiations, litigation and a personnel matter and convened an in-camera session later in the evening.
