Tecumseh council adopts wellhead protection plan, approves special-use permits and $30,000 generator

The Tecumseh City Council on Aug. 18 adopted a Wellhead Protection Plan and approved two special-use permits and a $30,000 generator purchase during a 5:00 p.m. regular meeting in the Utilities Conference Room at the Utility Shop.
The Wellhead Protection Plan, described by Doug Goracke as creating a protection buffer around the city’s wells, was moved by Councilmember Brian Britt and seconded by Lorie Topp and carried with all voting aye: Lance Beethe, Brian Britt, Alicia Brommer, Travis Goracke, Tyler Speckmann and Lorie Topp. The council opened the Wellhead Protection Plan hearing at 5:03 p.m. and closed it at 5:05 p.m.
City Attorney Bruce Dalluge summarized the conditional-use permitting approach and explained the two related hearings. The council approved a special-use permit for Mark Celesky to allow renting a first-floor apartment in the Historical District after a hearing that opened at 5:05 p.m.; the motion to approve the resolution was introduced by Alicia Brommer and seconded by Tyler Speckmann and passed with the same unanimous vote.
The council also approved a special-use permit for Clifford Poessnecker to permit enclosed outdoor storage of recreational vehicles, trailers, boats and equipment in the Light Industrial zoning district. The hearing opened at 5:08 p.m.; the council voted to approve the resolution on a motion by Lorie Topp, seconded by Brian Britt, with all present voting aye.
Council authorized purchase of a generator from Johnson County Hospital for $30,000. The motion was made by Lorie Topp and seconded by Alicia Brommer; voting aye were Beethe, Britt, Brommer, Goracke, Speckmann and Topp, and the motion carried.
The council approved the consent agenda — including the Aug. 4, 2025 meeting minutes and payment of city bills — on a motion by Topp, seconded by Lance Beethe. The meeting adjourned at 5:16 p.m.; minutes were signed by City Clerk Janelle Moran and Mayor Jesse Grof.
