Palmyra approves floodplain and PILOT-sharing ordinances, reschedules CAP-bank vote

The Borough of Palmyra approved two ordinances and rescheduled a third at its April 21 meeting. After a public hearing with no speakers, Ordinance 2025-02 to repeal and replace chapter 126 (flood damage prevention), including adoption of flood hazard maps and designation of a floodplain administrator, passed on second reading; Councilmember Richard K. Dreby recorded an abstention.
Ordinance 2025-03, which authorizes an agreement between the borough and the Palmyra Board of Education to share proceeds from payment in lieu of taxes related to an affordable housing project, also passed on second reading with Dreby recorded as an abstention on that vote.
Concerning Ordinance 2025-01 (to exceed 2025 municipal budget appropriation limits and establish a CAP bank, cited to N.J.S.A. 40A:4-45.14 in the record), administration and the borough solicitor advised that four affirmative votes — not including the mayor — may be required for final adoption. Because that threshold could not be met at the April 21 meeting, Councilmember Jessica O’Connor moved to rescind the earlier vote and reschedule the second reading and public hearing for May 5, 2025; the motion carried.
The council’s actions advance the borough’s floodplain code update and the PILOT-sharing agreement tied to an affordable housing project while postponing final CAP bank action to the May 5 meeting when the full necessary vote threshold may be attainable.
