BPAC weighs ICIP priorities: Henry Lynch, Bishop’s Lodge and St. Michael’s underpass

At its July 9 meeting, the Bicycle and Pedestrian Advisory Committee reviewed Infrastructure Capital Improvement Plan (ICIP) priorities for 2028–2032 and discussed which major projects to keep at the top of BPAC’s request list.
Staff liaison Romela Gorios Omas summarized the ICIP process and said BPAC had previously prioritized three major projects: Henry Lynch Road reconstruction (Rufina to Agua Fria), Bishop’s Lodge Road improvements and the St. Michael’s rail-trail underpass. Romela said Henry Lynch is at roughly 90% design and includes a roundabout at Agua Fria and Henry Lynch; phase A (roundabout) construction is estimated at about $7,000,000 and phase B (Rufina to Wofford) about $8,000,000.
Bishop’s Lodge Road has design complete but lacks construction funds; staff estimated construction needs around $25,000,000. Members pressured staff for clarity on timing and funding paths for a project that has been “ready for construction” for two years.
The St. Michael’s rail-trail underpass stems from a 2014 road safety audit; staff reported the project is at 60% design, HSIP (Highway Safety Improvement Program) funded the design and the project team needs roughly $25,000,000 for construction. Staff said a partner had pledged $8,000,000 if the city could secure the remainder.
Eric Annie of the MPO encouraged consideration of short-term, low-cost changes like restriping to improve connectivity (for example on Calle Mejia) while larger capital projects proceed through design and funding processes. Committee members asked for clearer timelines, acknowledged jurisdictional complexities (parts of Henry Lynch fall in county jurisdiction), and confirmed that ICIP inclusion does not guarantee funding but raises a project’s priority in capital-outlay requests.
What’s next: BPAC will keep these projects on its ICIP list for advocacy; staff will continue to pursue construction funding opportunities and report back on cost estimates, jurisdictional agreements and realistic timelines for each prioritized project.
