The Newaygo Planning Commission on June 4 recommended that City Council approve amendments to Chapter 18A to permit rezoning Riverbank parcels from Rural Residential (RR) to Planned Unit Development (PUD) and to add a 'shell PUD' provision that allows rezoning without an immediate site plan. City Manager Jon Schneider explained the shell-PUD concept and said site-plan approval would still be required before any construction.
Schneider also noted proposed language that could allow accessory dwelling units and tiny houses in certain PUD areas. Vice-Chair Fedell and other commissioners observed that the Riverbank project may span 10–15 years and that market demands could change over that time, arguing flexibility could be useful.
The commission opened and closed a public hearing on the proposed amendments and then voted to recommend approval to Council. Schneider said a Council vote will be scheduled after the Planning Commission’s recommendation, and that specific site plans will be required before development proceeds.
