Council accepts TIF report and adopts ordinances, resolutions on CDBG, garbage fee and unsafe buildings

The compliance review for Grand Trump Storage was presented and accepted; staff reported assessed values and job estimates generally matched the project's statement of benefits and said follow-up would address plan-commission questions. Council also accepted CF-1 compliance for the Place Street/PlayStreetDefco LLC development after staff described an amended development agreement and an adjusted construction timeline.
During the meeting the council adopted Resolution 2026-07 authorizing the mayor to submit a FY2026 Community Development Block Grant project proposal; the city noted its FY2026 CDBG allocation is $112,590. Council also adopted Resolution 2026-08 to temporarily suspend the single-family residential garbage fee for owner‑occupied single-family homes; staff said the suspension would be renewed annually and would appear as a separate line item as a credit on tax bills.
In ordinance business, the council adopted Ordinance 2026-04, amending the municipal code on unsafe buildings and creating a separate hearing board to handle unsafe-building matters (roll-call vote reported 7–0). The council also continued and completed second-reading actions on Ordinance 2026-05 concerning budget appropriations for the general fund and building department and adopted it on second reading.
Votes and roll calls were recorded during the meeting; motions were seconded where noted and roll‑call counts were read by the clerk. No additional substantive changes to the ordinances or appropriations were announced at the March 18 meeting.
