According to the public minutes, Selectboard member Gary Winn moved to go into Non-Public #1 under RSA 91-A:3, II(a) at 3:28 p.m.; the motion was seconded by Fran Shippee and passed unanimously. The Non-Public #1 minutes list the same attendees and record that the motion to come out of non-public was made later in the meeting and also passed unanimously. The public minutes show an exit time of 4:58 p.m.; the Non-Public #1 minutes state the motion to come out occurred at 5:00 p.m.
