The Dunedin City Commission on July 9 approved a $901,709 task order to Vortex Services LLC to perform cured‑in‑place pipe (CIPP) lining at roughly 12 stormwater locations across the city.
Engineering presenter Isaac Wasilevskiy described the work as part of the city’s annual pipelining capital program and said CIPP extends service life up to 50 years without open‑cut excavation. The task order covers approximately 4,700 linear feet of pipe ranging from 12 to 48 inches and includes ancillary services such as bypass pumping and road closures.
Commissioners asked for unit comparisons and lifecycle costs; staff said staying with lining is a significant cost saving versus full replacement, estimating that replacing these runs could cost on the order of $3 million. Staff also noted that the liner thickness and pipe diameter affect installed linear‑foot cost, and that the lining typically reduces hydraulic diameter by under 1 percent. The commission approved the task order unanimously.
Staff said the contract was competitively bid earlier in 2026 as a continuing‑services contract and that Vortex has performed similar work for the city previously.
