George Kenny of the Community Development Department summarized the application and staff analysis, noting the parcel is Lot 34 of the Spanish Pines subdivision and that the proposed designations match existing county classifications. "Accordingly, staff is recommending approval of all three ordinances," Kenny said. Property owners James and Jean Davis, who live on the lot, described longtime community ties and said they looked forward to becoming city residents.
The commission opened public input and heard none on the ordinances, then approved each ordinance by roll‑call vote (ayes unanimous). The decisions complete the second reading steps to annex and zone the property for single‑family residential use.
