New York Mills approves 10-year, $1 lease for Otter Tail County Family Resource Center with planned improvements

The New York Mills City Council on May 13 approved a 10‑year lease with Otter Tail County for space in the City Center to host a Family Resource Center. The lease is priced at $1.00 for ten years with a re-evaluation provision after five years; the county needs at least a seven‑year term to qualify for its grant funding.
City Clerk Julie Roberts described planned county improvements to the space, including the installation of three egress windows on the lower level, revamping a former probation area into a kitchenette and breakroom, and drainage improvements on the east side of the building. Roberts said that cleaning and maintenance will be covered under a separate agreement.
Council discussion focused on the length of the lease and expected foot traffic. Public Works Director Kyle Mattson asked what level of foot traffic the county anticipates; Roberts said negotiations and communications about operations would continue and that the county’s improvements and traffic will be managed through the clerk’s office with input from Public Works. Councilman Grotheer expressed concern that 10 years is a long commitment without County input; Councilman Jerry Nesland and others said re-evaluation after five years is possible.
The council approved the lease (motion by Grotheer, seconded by Nesland) by unanimous vote. The county will proceed with agreed building changes and the parties will finalize related maintenance and access terms.
