New York Mills council adopts 2025 fee schedule, updates bank signers and approves property tax rebate program

In a Jan. 14 meeting the council adopted the 2025 Master Fee Schedule (including a temporary park alcohol permit fee increase), approved Resolution No. 01-14-2025 on bank signature authority, authorized repricing of Country View lots with an $8,500 reduction, and approved a property tax rebate program through Dec. 31, 2030.
The New York Mills City Council on Jan. 14 approved routine but consequential administrative actions: adopting the 2025 Master Fee Schedule, designating signature authority for city bank accounts, approving a property tax rebate program, and agreeing to repricing the remaining Country View subdivision lots.
Council adopted Resolution No. 01-14-2025, which sets signature authority on city financial accounts to the positions of mayor, city clerk-treasurer and a city administrative assistant. The resolution passed unanimously after a motion by Jerry Nesland and second by Marsha Maki.
The council also approved Resolution No. 01-14-2025a, the 2025 Master Fee Schedule effective Jan. 1, 2025. Among changes discussed, the fee for Temporary Permits for the Consumption of Alcohol in City Parks increased from $5 to $10; chicken permit fees were discussed but left unchanged. Nesland moved to approve the fee schedule; the motion carried unanimously.
During a public hearing recessed for the meeting, no members of the public attended. After the hearing the council approved the New York Mills Property Tax Rebate Program and will seek collaboration with Otter Tail County; the program will run through Dec. 31, 2030. Council discussion included a small wording change to add the word "Property" in the county request; the motion passed unanimously (moved by Grotheer, seconded by Maki).
Clerk Julie Roberts reported the Country View TIF district has been decertified and proposed repricing six remaining lots. The council approved an $8,500 price reduction for any lot purchased (higher than the previous $7,500 TIF-based reduction) producing lot prices that would range from $10,000 to $13,500 and retaining a $500 gas credit; the approval is subject to ratification by the City's Economic Development Authority. Nesland raised the possibility of package deals for contractors but the council expressed concern about occupancy-date stipulations to prevent speculative holding.
Other routine business: the council acknowledged reports from the liquor store (including preliminary December sales figures) and police and fire departments; ratified the hiring of a part-time bartender (Brent Cooley); authorized the Public Works Committee to approve the winning bid for sale of the Toro sweeper; and approved 2025 annual committee appointments and depositories (Farmers & Merchants State Bank, Magnifi Financial Credit Union and PMA Financial Network).
The council set its next regular meeting for Feb. 11, 2025, and adjourned at 5:31 p.m.
