New York Mills approves $41,200 study for proposed water treatment plant, aims for PFA funding in 2026

Apex Engineering will begin a Preliminary Engineering Report (PER) for a proposed New York Mills water treatment plant and two new wells after the City Council approved Task Order #7 at its Jan. 14 meeting.
Michael Weber of Apex Engineering told the council the PER will "identify project details, alternatives and estimated project costs," and said the project is "#2 on PFA's priority list." The study is expected to be completed by April 2025; Apex estimated the fee at $41,200. The council approved the task order unanimously (motion by Marsha Maki, seconded by Jerry Nesland).
The council also voted to extend the city's Task Order Engineering Service Agreement with Apex, dated Nov. 12, 2019, through Dec. 31, 2029 without changes. Weber said the intent is to apply for PFA funding for 2026 to support construction in 2026'2027 if the project advances.
Apex recommended final payment No. 5 of $34,399.53 to Kuechle Underground Inc. for the South Point Phase 1 street and utility project. Council members were told that some final street improvements were delayed to allow contractors to complete an apartment complex, leaving demo and site cleanup duties to the apartment contractor; the council approved the final payment unanimously (motion by Jerry Nesland).
What happens next: the PER will produce project alternatives and estimated costs for the council and staff to use in grant applications and budgeting. If the city proceeds with grant applications, staff said they plan to submit for PFA consideration in 2026.
