The Bristol School District Board voted July 8 to authorize RLE (Resource Lighting & Energy) to conduct no‑cost site assessments at district schools as part of a proposed phase‑2 energy program. RLE said the assessments would evaluate non‑lighting energy conservation measures (HVAC controls, piping insulation, controls modernization) so the district could pursue higher municipal incentive tiers from the utility.
An RLE representative said the municipal efficiency program currently applies a tier‑1 lighting incentive at about $0.55 per kilowatt‑hour saved, but combining measures into a tier‑3 comprehensive project could increase that incentive to about $0.75 per kWh — which the presenter described as roughly a $600,000 additional incentive pool available to offset project costs. The presenter noted that to secure a tier‑3 incentive the utility typically requires a letter of agreement or other documentation before project closeout.
Board members asked whether the RLE work would conflict with other projects (including the solar effort); RLE responded the lighting/efficiency work is separate from the solar procurement and would not impede it. The board moved and approved the authorization for RLE to begin no‑cost assessments so staff could pursue the higher incentive tier.
What happens next: RLE will schedule assessments with school leadership; staff said any measures requiring construction or cost will be brought back to the board for approval.
