Steve Trieber introduced the legacy leaseholder proposal, calling for a single lease document to ensure fair treatment of legacy and new hangar owners and for a relocation clause based on FAA Advisory Circular 150/5100‑17 to ensure leaseholders are "made whole" (compensated for relocation costs) if a hangar must be moved for an AIP‑funded project. Trieber argued that including relocation protections reduces the need for very long lease durations because leaseholders would be protected in the event of expansion.
The committee agreed to review a 14‑page draft and supporting documents (including an AOPA letter and the FAA Advisory Circular). City Manager Brian Schuth praised Trieber’s draft as a good‑faith effort and agreed to review it before a July 31 deadline. The committee moved to table the discussion, passed unanimously, and scheduled a mid‑July workshop with Trieber to discuss lease issues further.
Members asked staff to review documents and return with recommended next steps; no lease was adopted at the meeting.
