New York Mills hears proposal to continue property tax rebate for new single- and two-family homes

Mayor Hetland called a public hearing of the New York Mills City Council to order at 5:17 p.m. on Jan. 14 to discuss whether the city should extend and administer a property tax rebate program for new single- and two-family homes that has operated since 2020.
The program, part of the Big Build initiative, pairs a $5,000 rebate from Otter Tail County with a matching $5,000 rebate from participating cities to qualifying buyers, the mayor said. He stated that Otter Tail County will no longer facilitate administration of the program but indicated the county would match funds if cities agree to take over program management and request the match.
City Clerk Julie A. Roberts told the hearing that continuing the rebate would help encourage sales of remaining lots in the Country View subdivision. She said decertification of the TIF district now allows more purchasers to qualify for the rebate and could result in better lot pricing and financing terms for buyers.
No formal motion or vote was recorded during the public hearing. With no members of the public offering further comments, Mayor Hetland thanked attendees and closed the hearing at 5:20 p.m. The minutes were submitted by City Clerk Julie A. What happens next: Council members will need to decide whether to approve a city-administered extension of the rebate program and whether to formally request matching funds from Otter Tail County; no decision was made at the hearing.
