Council grants exception to farm-animal ordinance for goat and duck at 417 E. Park Street

The New York Mills City Council on June 10 authorized a one-time exception to the city's ordinance that normally requires five acres to keep small farm animals, permitting residents Nikki Larabel and Brian Sellers to keep a goat named Carl and a duck named Howard at 417 E. Park Street, the pair said.
Larabel told the council she and Sellers own just over 3 acres (mostly wooded) and do not plan to add other farm animals; she said adjoining neighbor Gary Salo, who owns three adjoining parcels, raised no objection. Councilors discussed confinement plans, licensing similar to dog and cat licenses, location on the property and possible restrictions.
Councilor Nesland moved to authorize the exception subject to a signed agreement between the property owners and the city; Councilor Hammond seconded the motion and it carried unanimously. Clerk Roberts said she will draft the agreement and follow up with the residents on licensing and restrictions.
The council did not specify exact licensing fees or other ordinance changes; the approval is an exception for the named animals and owners and includes conditions to be spelled out in the city agreement.
