The New York Mills City Council on June 10 approved a $99,600 task order with Apex Engineering to proceed with the preliminary design phase of a new water treatment plant, council members said. The work will produce layouts, water-quality design and a Basis of Design Technical Memorandum (BODTM) slated for completion by Sept. 22, 2025.
Michael Weber of Apex Engineering described the scope and timeline and said the preliminary design will include measures to increase production, including adding a mixer to the water tower to better use storage capacity and offset a lower unit flow rate. Weber told council members that reusing the city's older wells to feed the new plant would be problematic because of the system configuration and pumping logistics.
Councilor Nesland moved to approve Task Order #8; Councilor Maki seconded and the motion carried by unanimous vote of the members present. Council records show Councilor Hammond had left the meeting before this item; the task order was approved by the remaining members in attendance.
The task order is intended to produce the design documents necessary for Minnesota Department of Health review and to guide final construction documents. Weber said a project kick-off meeting with city staff would be scheduled in the coming weeks.
Next steps: Apex will complete the preliminary design and deliver the BODTM by Sept. 22, 2025. Any future construction approvals or financing decisions will be the subject of later council action.
