New York Mills council authorizes call for bids to add solar array to City Hall

The New York Mills City Council unanimously approved calling for bids to install a solar array on the City Hall building after a presentation Feb. 11 by Griffin Peck of West Central Initiative.
Peck presented a building and solar analysis for the City Hall building and provided a cash-flow estimate showing the system would “pay for itself within 36 months and the 4th year would show full cash flow.” He said the total quote for equipment and installation for one building is $137,500 and that with available rebates and grants the city could qualify for 0% interest loans or other incentives when applying for funding through West Central Initiative. Peck estimated the City would save $147,500 in energy costs over a 30-year span without grants. Mattson confirmed the price includes engineering assessments but noted a contractor would need to inspect the building for structural upgrades not included in the quote.
Councilmember Nesland moved to proceed with calling for bids through the West Central Initiative cohort; Hammond seconded the motion and it carried by unanimous vote.
The council did not commit to purchase at the Feb. 11 meeting; Peck noted 2026 is the last year to guarantee certain incentives. The decision to call for bids sets the procurement process in motion; staff indicated they will return with bid results and any recommended contract for council action.
