State Board adopts multiple Department and Professional Standards Board regulations; family and consumer sciences rule to sunset

The Delaware State Board of Education voted on Feb. 20 to adopt a package of Department of Education and Professional Standards Board regulations after staff clarified formatting and language issues.
Department staff said three DOE rules (9‑22, 9‑23 and 9‑25) contained no substantive policy changes but required corrected formatting before publication. "No content changes," a presenter told the board; staff asked the board to approve the revisions so the regulations could be published with an implementation date of July 1.
A board motion to approve the DOE package was moved and seconded; the board approved the revisions by voice vote.
The Professional Standards Board (PSB) presented three items for action, including corrected language about the equivalence of certain secondary credentials (the rule package removes an incorrect reference equating a GED to a diploma equivalent and instead references a state‑approved secondary credential) and a repeal of the family and consumer sciences regulation, which will not be reissued beyond Sept. 1, 2025, with that instruction forwarded to CTE certification pathways.
PSB staff said they received comments from the State Council for Persons with Disabilities and the Governor’s Council for Exceptional Children. One concern cited by commentors questioned whether micro‑credentials equate to an educator preparation program; PSB staff said the gifted and talented credential is an add‑on for already‑certified teachers and that in‑state program availability and historical practice informed their deliberations.
All motions were seconded and approved; the meeting record shows unanimous approval on the motions presented during the regulations portion of the agenda.
