Alpine authorizes USDA water grant applications and hears updates on emergency well work

At the July 7 meeting the Alpine City Council authorized staff to pursue two USDA funding opportunities aimed at water-system planning and emergency repairs.
Resolution 20 26-07-02 authorizes submittal of a USDA predevelopment planning grant (PPG) for $60,000 with a required $20,000 local match to support planning activities necessary for future water infrastructure improvements. The resolution designates the city manager as the authorized representative to execute applications and related documents. The council approved the resolution unanimously.
Council also approved Resolution 20 26-07-03 authorizing application for USDA Emergency Community Water Assistance Grants, which provide funding to address emergency drinking-water infrastructure needs. Staff emphasized that approving the resolution permits application but does not commit local funds unless the council later approves matching or project expenditures.
During the manager’s report staff updated council on emergency well work: the crew drilling Roberts Well No. 3 reported a depth of about 160 feet and noted a decrease in measured pumping from roughly 130 gallons per minute to about 100 gallons per minute; staff said the well will continue to be monitored. City staff also reported that a new motor for the wastewater plant’s bar screen is on order and expected in approximately 12 weeks; a manual bar screen is in use in the interim.
Why it matters: the grant authorizations and well work address pressing needs in the city’s drinking-water system and position the city to pursue federal funds that would reduce the local financial burden for planning and emergency repairs if awarded.
