Council advances rezoning of 1301 West Avenue J to allow mixed residential development

Lancaster requested the zoning change from R-2 (multifamily) to R-4 (mixed residential/mobile-home district) to allow additional flexibility for residential development, including casita-style housing recently added to the city’s zoning options. Jessica Eisley of Building Services summarized the request and confirmed that the Planning & Zoning Commission held a public hearing on June 22, 2026, and recommended approval to the council.
Council members expressed support for increased affordable-housing options. The first reading was approved unanimously; staff noted the adopted zoning map will be updated after final action and that staff will follow through with the necessary records updates.
Next steps: a second and final reading is scheduled July 21; if approved, staff will update the official zoning map and notify adjacent property owners as required by city procedure.
