The Alpine City Council on July 7 unanimously adopted Ordinance 20 26-06-05, which adds Division 4—Enterprise Fund Financial Management—to the Alpine Code of Ordinances.
The ordinance establishes financial-management policies for the city’s enterprise funds, including requirements for rate sufficiency and reserve levels, limitations on transfers of enterprise-fund revenues, annual reporting obligations and standards intended to ensure long-term fiscal sustainability.
Council discussion was brief. During the action the motion for second and final reading was moved and seconded; the city secretary recorded a unanimous vote. The ordinance’s provisions were explained in the staff reading of the ordinance’s text, which emphasized the purpose of maintaining solvency and consistent reporting across enterprise operations.
Why it matters: the ordinance creates formal rules for how the city sets utility rates, maintains reserves and reports on enterprise activities. Those rules affect utility customers, finance planning and the city’s ability to pursue grant funding for capital projects.
What happens next: Finance staff will update the municipal code and implement the reporting and policy changes called for in the ordinance; council directions included preparing administrative steps to ensure compliance and annual reporting.
