Alpine council approves multiple ordinances and grant applications; all items pass unanimously

At its July 7 meeting the Alpine City Council unanimously approved a second-reading enterprise-fund ordinance, moved a rezoning forward on first reading, ratified an interim city secretary appointment and authorized several grant applications including two USDA water grants.
Alpine’s City Council approved a package of ordinances and resolutions on July 7, 2026, voting unanimously on each item after brief discussion.
The council completed second and final reading of Ordinance 20 26-06-05 to add Division 4, Enterprise Fund Financial Management, to the Alpine Code of Ordinances. The ordinance establishes policies on rate sufficiency, reserve requirements, limitations on transfers of enterprise-fund revenues, annual reporting requirements and long-term financial sustainability standards. The motion for second reading passed without dissent.
Council also approved on first reading Ordinance 20 26-07-01, a rezoning request to change the property at 1301 West Avenue J from R-2 (multifamily) to R-4 (mixed residential) to allow more flexible residential development; Planning & Zoning recommended approval and final action is scheduled for the second reading on July 21, 2026. Jessica Eisley, Building Services, summarized the applicant’s request and the planning commission’s recommendation.
Other actions approved unanimously included ratification of Resolution 20 26-06-18 appointing Linda Espinosa as interim city secretary; Resolution 2026-07-01 updating authorized bank signatories and reaffirming the city’s two-signature requirement for checks; Resolution 20 26-07-02 authorizing application for a USDA predevelopment planning grant (PPG) of $60,000 with a required local match of $20,000; Resolution 20 26-07-03 authorizing application for USDA Emergency Community Water Assistance Grants; and Resolution 20 26-07-04 authorizing application to the Texas Scenic City Certification Program.
The council’s approvals designate the city manager as the authorized representative to execute grant applications and related documents where required. Where specified in the staff reports, council members and staff emphasized that applying for federal grants does not commit local matching funds until the council approves those expenditures.
Next steps: the rezoning returns for a final vote on July 21, 2026; grant applications will proceed according to the timelines in each program’s application materials.
