Elkton council hears infrastructure updates, Meals Tax receipts and community center changes

At the July 21, 2025 meeting, Town Manager Greg Lunsford told the Elkton Town Council that staff were managing four major infrastructure projects, including the Rocktown Water Project and continuing sewer‑line work. He said the Drinking Water Project Phase 2 solicitation is advertised and a pre‑bid meeting is scheduled for July 24.
Mr. Lunsford also reported June Meals Tax receipts of $128,112.02 and a fiscal‑year total of $1,318,950.60. The Council adopted the consent agenda and approved minutes revisions on a 5–0 voice vote.
Public Works Director Gaither Hurt highlighted ongoing project work and noted an arborist had dated the tree across from Town Hall at approximately 388 years old, an observation Vice‑Mayor Phillip "Rick" Workman II suggested could be included in planning for America's 250th birthday next July.
Chief of Police Mike King announced a new police officer began work July 21 and will pair with Cpl. Roberts for initial weeks of training. EACC Manager Heather Kite reported that the center will offer 24/7 access, the new gym fee is $40 per month (with a 20% autopay discount offered), and adult membership rates are $20 for in‑Town residents and $35 for out‑of‑Town residents. Council Member J. Hensley asked about past arrangements with Massanutten Resort for pool access; Miss Kite said a contract could not be obtained this year.
Economic Development updates included event listings (Stock the Rock, Cruise In, Chili Cook‑Off) and notice that the Central Shenandoah Planning District Commission approved a $10,000 Watershed Wellness Grant to purchase 37 trees for town beautification.
Council moved into closed session under Virginia Code §2.2‑3711.A.1 for personnel matters and later certified the closed meeting under Virginia Code §2.2‑3712(D) on a roll call. The meeting adjourned after certification.
