Warrens trustees adopt multiple routine resolutions, approve appointments and table employee handbook

The Village of Warrens Board of Trustees on May 12 adopted a package of routine resolutions and appointments, approved the village audit and payments, and tabled consideration of a proposed Village Employee Handbook pending revisions discussed in closed session.
The board unanimously approved Resolution No. 2026-02, a transportation resolution urging sustainable funding for state and local road systems, and accepted the preliminary 2025 audit from CliftonLarsonAllen. Trustees also adopted Resolution No. 2026-03 appointing members to the Human Resource Committee and Resolution No. 2026-06 to codify and integrate previously adopted ordinances into the Village code. Several personnel- and representation-related resolutions passed with recorded abstentions: the board approved appointments to the Plan Commission and Board of Zoning Appeals (Terri Swope and Jerry Werner, respectively) on a 6-0-1 tally with A. Werner noted as abstaining; it adopted Resolution No. 2026-04 naming President Jason Krultz as the Village representative to the Warrens Area Fire District and Peter Malinger as alternate on a 5-0-2 tally with J. Krultz and P. Malinger recorded as abstaining; and it approved Resolution No. 2026-05 designating Terri Swope as Personnel Officer by a 6-0-1 tally with T. Swope recorded as abstaining.
The board approved the transfer and payment of bills on a 7-0 vote and recorded the next regular meeting for June 9, 2026.
After meeting in closed session to discuss employment, compensation and specific provisions of the Village Employee Handbook, the board returned to open session and voted to table Resolution No. 2026-07 adopting the handbook pending the revisions discussed in closed session. The motion to table carried 5-2.
