Royalton council approves routine measures, sets rental‑housing hearing and clears several permits

The Royalton City Council on June 2 approved a slate of routine administrative and public‑safety measures and set a public hearing on a rental housing maintenance ordinance.
The council unanimously approved the minutes of its May 5 regular meeting and May 20 special meeting, and voted to pay vouchers numbered 40947–40998 for a total of $63,942.66. City Administrator Rian Hofstad reported 99 police calls for service in May 2026 and 514 year‑to‑date.
Council members approved a step increase for Officer Steven Anderson to $31.53, retroactive to March 25, 2026, and authorized the hiring of a School Resource Officer, Stephanie Robak, at Step 1 with a wage of $31.85 pending required pre‑employment checks.
The council authorized applying for two reimbursements/grants related to police operations: a third‑party reimbursement for Policies 360 (policy management software) to be purchased only if the grant money is secured, and a Firearm Storage Grant that opens in November 2026 to support Extreme Risk Protection Order-related storage. It also approved spending $8,250 to purchase 15 pagers for the Royalton Fire Department.
Other actions approved unanimously included the Law Enforcement Labor Services (LELS) memorandum of understanding to the 2026–2027 contract, a temporary liquor license for Holy Trinity’s event on July 10–11, 2026, adoption of Resolution 6‑2‑26‑1 (Finding of Fact for a variance at 520 7th St SE), and a premise lawful gambling permit for the Royalton Fire Relief at Harley’s Handle Bar and Grill.
The council set a public hearing for Ordinance 44 (Rental Housing Maintenance Ordinance) for July 7, 2026 at 7:15 p.m. and approved a Conditional Use Permit for 408 S 2nd Street after a public hearing that drew no public comment. Administrator Hofstad will draft any related resolutions for the July meeting.
The meeting concluded with approval not to waive insurance limits with LMCIT and adjournment at 8:00 p.m.
The council’s actions were predominantly unanimous; the only roll call split at the meeting was on the selection of a building inspection contractor (see separate article).
