Warrens, Wis. — The Village of Warrens Board of Trustees met in a working session on April 17, 2026, to review a proposed reorganization of the village Code of Ordinances and discuss draft ordinances addressing personnel administration, general provisions, ethics, public records and budget procedures. The meeting began at 7:36 a.m. and the agenda noted it was for discussion and direction only; no formal ordinances were adopted.
Trustees reviewed a proposal to restructure the Code of Ordinances to clarify chapter organization, reclassify existing ordinances, and provide a framework for adding new chapters. The board also examined draft Chapter 1, General Provisions, which covers definitions, rules of construction, enforcement authority, penalties and administrative provisions. Board members discussed how clearer chapter organization could aid staff and the public in locating municipal rules.
The board considered a draft resolution to designate a Personnel Officer to carry out specified administrative duties. The draft resolution and accompanying job description (Exhibit A) outline proposed responsibilities, limitations of authority and reporting expectations; details of delegation and oversight were discussed but not finalized.
Trustees reviewed a draft Code of Ethics and Conflicts of Interest Ordinance intended to set standards of conduct, disclosure requirements and recusal procedures for village officials, employees and appointed bodies. The board discussed enforcement options and the level of detail needed in the ordinance language.
A draft Public Records and Records Retention Ordinance was reviewed to address records management, retention schedules, electronic records and custodianship consistent with Wisconsin public records requirements. Trustees discussed how to integrate retention schedules and custodial responsibilities into village practice.
The meeting also included discussion of a draft Budget and Financial Administration Ordinance covering budget preparation, financial administration, expenditures, taxation, audit and internal controls. Board members reviewed the scope of proposed financial policies and internal-control measures intended to support municipal budgeting and fiscal oversight.
