A councilmember said the award is for planning only and does not require a local match. “It’s not a matching grant. It’s just money that the state will give you for doing your planning, your conceptual plans, and even project management,” the councilmember said.
Council discussion noted the grant will fund site selection, design and project management; members discussed possible locations near City Hall and potential vendors for design work. Staff and council said additional funding for construction may be available later but has not been identified.
Next steps include selecting a site and a designer; council members said they will consider options and return with recommendations to guide potential construction funding.
