Commissioner Lauren Breese asks county for stormwater help on drainage problems in northwest district

Lauren Breese, who identified herself as County Commissioner for District 18, asked the board to ask James Baden to review persistent drainage and flooding problems in the northwest corner of her district. "So it was suggested that we talk to James Baden about the possibility...what if you could take a look from a stormwater perspective about the drainage issues that I'm having in my district," Breese said.

County staff explained constraints and options. The Chair said the county's updated design standards raise finished-floor and mechanical elevations to reduce flood risk, and staff reiterated that the county generally does not perform work on private property because doing so would obligate the county to offer the same service to every property. He advised homeowners to seek engineers or hydrologists for complex private-property solutions and suggested federal grant programs might help homeowners raise houses or floodproof mechanical systems.

Board members and the commissioner also discussed debris and log jams in creeks—exacerbated by tree losses that can create blockages that worsen flooding—and noted that the county lacks public-works capacity to clear private- property blockages except in limited circumstances. The commissioner asked staff for guidance and for Baden to review specific problem sites; staff said they would provide guidance and meet with residents as appropriate.

The public-comment exchange concluded and the board proceeded with its agenda.
