New Melle planning commission reviews code appendix, introduces code officer and raises golf-cart safety concerns

The New Melle Planning and Zoning Commission met May 6, 2025, at City Hall and reviewed proposed edits to the city Ordinance Code Appendix A, introduced newly appointed Code Enforcement Officer Anthony Follmer and revisited safety concerns about golf carts, side-by-sides and similar motorized vehicles, the commission said.
Chairman Stefanko called the meeting to order at 7:02 p.m.; Commissioners Duggan, Cummins, Gust, Sims and Pollihan and Mayor Burt were recorded present. Commissioner Pollihan moved to approve the meeting agenda; Commissioner Duggan seconded and the motion passed unanimously. Commissioner Sims then moved to approve the minutes of the April 1, 2025 meeting; Commissioner Cummins seconded and that motion also passed unanimously.
On old business the commission reviewed copies of proposed additions and revisions to the New Melle Ordinance Code Appendix A. The commission noted that any amendments to Appendix A would need to be presented to the BOA and enacted through a formal ordinance before taking effect.
During new business the commission introduced Anthony Follmer as the city's Code Enforcement Officer and welcomed him to New Melle. The commission said code-enforcement complaints and violations may be submitted to the city clerk or to Mr. Follmer for formal handling.
The commission also revisited concerns about golf carts, side-by-sides and other motorized recreational vehicles operating on state highways and city streets. Members cited safety risks with children out for summer vacation and distributed the ordinances that govern use of those vehicles for review. The commission noted that serious violations on state highways or city streets could be referred to the State Highway Patrol or the St. Charles County Police for enforcement.
Chairman Stefanko closed Open Forum at 7:05 p.m. A motion to adjourn by Commissioner Duggan, seconded by Commissioner Sims, passed unanimously and the meeting ended at 7:38 p.m. The commission scheduled its next regular meeting for June 3, 2025, at 7:00 p.m. at City Hall, 145 Almeling St., New Melle.
