Waterloo council approves multiple contracts, grants and project acceptances; tabling ambulance fee increase

The Waterloo City Council on July 6 approved a series of resolutions covering contracts, grants and project acceptances and took one notable procedural pause to gather more information on ambulance fees.
Key outcomes
- Asbestos abatement (54 Lane Street, Allstadt and Langless Building): Council awarded the asbestos abatement services contract to Advanced Environmental Inc. (Waterloo) for $274,000 after reading two bids (REW Services bid $386,767; Advanced Environmental $274,000). The council approved the contract, bonds and insurance and authorized execution of contract documents.
- Acceptance of WARP Industrial Park work: Council accepted completion of work performed by Baker Enterprises, Inc. (Waverly) in conjunction with the fiscal-year ’25 WARP contract and approved a two-year maintenance bond for the project in the amount of $3,484,186.47; Jamie Knudson, city engineer, described the work as including roads, sanitary and storm sewers, lot grading, electrical and gas infrastructure.
- EV charging-station grant administration: Council approved a contract for services with the Iowa Northland Regional Council of Governments to install two EV charging stations near Lafayette Street and Park Avenue under a federal grant. Noel Anderson explained the city received a $129,180 grant for two stations and authorized up to $15,000 to administer federal grant requirements.
- Miscellaneous property and traffic items: Resolutions approving a Main Street Waterloo services agreement ($66,000 FY2027); a property acquisition and deed related to Fairway Lane reconstruction ($18,000); a $100 temporary easement for the Catoskey Road/Cunningham reconstruction project; an amendment to a temporary access/easement with McDonald's extending a deadline to Dec. 31; acceptance of an FAA AIP grant (~$112,100) for airport lighting; and a shared-use temporary traffic-signal agreement with Blackhawk County were all approved on roll call.
- USDA Wildlife Services cooperative agreement: Council approved a cooperative services agreement with USDA Wildlife Services to address wildlife-related property damage and public-safety risks (crow control). Park staff explained nonlethal and some lethal control methods that may be used and emphasized safety precautions.
- Ambulance fee increase tabled: Council introduced and discussed a resolution to increase the FY2027 ambulance fee schedule but, with key medical/billing staff not present, voted to table the item for two weeks to obtain information about insurance coverage and prior rate changes.
Votes and procedure
Most resolutions on the agenda were approved by roll call with all present members voting yes unless otherwise noted in the record. The proposed ordinance to amend the public-urination code was introduced, but an attempt to suspend rules and adopt during the same meeting failed because two members were absent; the item will be returned for additional consideration.
What happens next: Tabling for the ambulance fee schedule was intended to allow staff to provide information about typical insurance coverage for ambulance charges and when rates were last changed. The schedule for planning-and-zoning review of the data-center proposal has not been set; city staff said planning-and-zoning will be the next procedural step.
