Winnfield council unanimously approves hires, studies and $60,000 LGAP grant

The Winnfield Mayor and City Council unanimously approved a series of routine items and a grant application at its regular meeting on Jan. 13, 2026.
On a motion by Councilperson Caldwell and seconded by Councilperson Miller, the council approved the minutes from the Dec. 9, 2025 meeting. Councilperson Breda moved — and the council approved — a contract with Delta Consulting to conduct an electrical rate study for the city.
Councilperson Breda also presented and the council approved a recommendation to move city funds for the Lepa utility. No public comment was recorded on those agenda items.
Public safety staffing actions were approved by unanimous vote. Assistant Chief Charles Curry recommended hiring Heather Corley as a part-time jailer and Ashley Glenn as a part-time dispatcher; both were approved on motions by Councilperson Dudley, seconded by Councilperson Miller. Fire Chief Jessie Montgomery recommended hiring Zachary Engram as a volunteer firefighter; the council approved that recommendation on the same vote pattern.
The council adopted Resolution 26-1 authorizing the City of Winnfield to apply for an LGAP grant "in the amount of $60,000 to purchase heavy equipment such as a skid steer track loader." The resolution was recorded as adopted on Jan. 13, 2026, with a unanimous roll call vote (Yeas: Caldwell, Miller, Phillips, Dudley and Breda; Nays: 0).
All motions and approvals recorded at the meeting were unanimous. The meeting adjourned at 6:40 p.m.
