Bland County supervisors approve $1.14 million school requisition, transfer $60,000 for library property purchase

The Bland County Board of Supervisors on Nov. 26 approved routine fiscal and administrative actions, including a $1,141,146.10 requisition from the Bland County School Board and a $60,000 transfer from the Library Building Fund to purchase property at 729 Main Street.
The board convened at 5:00 p.m. at the Bland County Courthouse with Chairman Keith Costello presiding. Supervisors Patrick Groseclose, Randy Johnson and Stephen Kelley were present, along with County Administrator Cameron Burton, County Attorney Paul Cassell and Board Secretary Linda Miller.
In a roll-call vote the board approved the consent agenda, which recorded payroll and vendor payments and accepted multiple departmental reports. The consent package included the school board's December 2024 requisition for $1,141,146.10; the minutes and financial reports were approved unanimously.
The board amended the FY25 budget to include $11,033 in additional revenue from the Virginia Department of Environmental Quality (DEQ) Litter Grant and appropriated $1,500 from the Bland Community Fund for the county’s Holiday Luncheon. The motion to amend the budget passed on a unanimous roll-call vote.
The supervisors also adopted a resolution certifying a prior declaration of a local state of emergency to implement a burn ban that the resolution records as effective Oct. 25, 2024 at 5:00 p.m. The vote was unanimous.
On library funding, the board voted unanimously to transfer and appropriate $60,000 from the Library Building Fund to purchase the property located at 729 Main Street for Bland County’s library needs.
Supervisors appropriated $100 from each supervisor’s community fund (total $400) to support 4‑H Capitol Day. All motions recorded in the minutes carried unanimously.
During public comment Dreama Hatcher told the board she was recording the meeting live and requested an update on uniforms for the county’s maintenance workers; the minutes do not record a response or timeline for that request.
The meeting adjourned and the board set its next regular meeting for Dec. 17, 2024 at 5:00 p.m.
