Bland County supervisors approve $1.25 million DHCD grant for dental clinic, set Oct. 9 hearing on late-tax fees

The Bland County Board of Supervisors approved several budget actions at its Aug. 27 regular meeting, including appropriation of a $1,250,000 Community Development Block Grant contract with the Virginia Department of Housing and Community Development (DHCD) for the Bland Dental Clinic Project.
The motion acknowledging execution of the DHCD contract and appropriating the funds to the county general budget passed unanimously with Supervisors Keith Costello, Randy Johnson and Stephen Kelley voting yea. Randy Johnson moved the item and Stephen Kelley seconded. The motion states the funds must be appropriated and expended solely for purposes defined in the DHCD contract.
The board also adopted FY24 year-end transfers and supplements totaling $235,294 and authorized associated appropriations to revenue and expenditure line items. That motion was made by Stephen Kelley, seconded by Randy Johnson and carried unanimously.
Separately, the board approved appropriation of $5,000 from the Commonwealth's Attorney Seized Asset Fund to the Commonwealth's Attorney FY25 budget. That measure carried on a unanimous vote. The board also approved and waived any fees for an entertainment permit for Mountain Top Holiness Church for a tent revival planned Sept. 13–Oct. 4, 2024.
Treasurer Adam Kidd requested a change to the county's late-tax penalty schedule; the board voted to schedule a public hearing on the proposed ordinance for Oct. 9, 2024 at 5:00 p.m. at the Bland County Courthouse. Under the proposal, a 2% late fee would apply from Dec. 6 through Dec. 31; on Jan. 1 the late fee would increase to 5% plus interest. The motion to schedule the hearing was made by Randy Johnson and seconded by Stephen Kelley and carried unanimously.
The three supervisors present cast unanimous yea votes on the recorded roll-call motions. Supervisor Patrick Groseclose was noted absent in the meeting attendance. The board adjourned following the agenda items.
The Bland Dental Clinic grant appropriation is tied to a DHCD contract; the motion directs county staff to place the funds in the general budget and expend them only for uses defined by that contract. The Oct. 9 public hearing will be held at the Bland County Courthouse at 5:00 p.m., where members of the public may comment on the proposed late-tax-fee ordinance.
