Ridgway approves two-year extension for Preserve PUD preliminary plat; watershed group raises riverbank stability concerns

Ridgway’s Town Council on Aug. 14 approved a two-year extension for the Preserve PUD Preliminary Plat at the request of the Dalwhinnie Group LLC to allow time to meet conditions of the original March 14, 2018 approval.
Manager Preston Neill summarized the history of the preliminary plat approvals and explained staff recommended a two-year extension to allow time for required public improvements. Planner Chris Hawkins, representing the applicant, told the council some infrastructure work cannot start until spring because of public health department rules and said the applicant is not opposed to the two-year extension.
Tanya Ishkawa of the Uncompahgre Watershed Partnership urged the council to consider Uncompaghre River Overlay District regulations, noting the development is close to a braided river channel and that a high-water mark survey is needed because riverbank stability appears precarious and much vegetation at the edge may be removed.
The council approved the two-year extension with the conditions assigned at the March 14, 2018 approval (motion by Councilmember Schuyler; second by Councilor Grambley). Staff will continue review of annexation and zoning map amendment applications submitted July 19, 2024, which relate to the project and required infrastructure siting.
