Ridgway committee approves exception allowing out-of-district work to qualify for one affordable home sale

The Workforce and Affordable Housing Committee unanimously delegated authority Oct. 9 to allow applicants employed in Ouray, Montrose or San Miguel counties to meet the Ridgway Wetterhorn Homes minimum work requirement for the sale of the unit at 414 N. The Town Council, sitting as the Workforce and Affordable Housing Committee, voted unanimously Oct. 9 to permit Impact Development Services to approve a one-time exception that lets applicants employed in Ouray, Montrose or San Miguel counties meet the Ridgway Wetterhorn Homes minimum work standard for the sale of the unit at 414 N. Laura Street.
Jim Kolnik of Impact Development Services presented a memorandum dated Oct. 1, 2024, outlining the program’s Minimum Work Standard under Section 1.57. Under the rule, a qualifying person must work 1,200 hours per year by working physically within the Ridgway School District R‑2 boundaries no fewer than eight of every 12 months on a rolling basis, and during those qualifying eight months must work at least 40 hours per month. Staff recommended granting the exception for this sale so the Administrator could consider applicants who work in neighboring counties.
Carmen Messina, the property owner of the unit up for sale, told the committee she had not been able to find a qualified buyer who met the in‑district work requirement and so requested the exception that would allow applicants working in the three nearby counties to qualify. Committee members asked questions and discussed the scope and condition of the waiver before voting.
Committee member Josey Scoville moved to grant the exception and delegate authority to the Administrator to approve minimum work standard exceptions for applicants working in Ouray, Montrose or San Miguel counties for the current sale, provided the applicant meets the minimum work standard in one of those counties. Beth Lakin seconded the motion, and the vote passed unanimously. The committee did not record individual roll-call votes in the minutes; the motion is recorded as approved unanimously.
The action applies to the current sale of the Ridgway Wetterhorn Homes unit at 414 N. Laura Street and is conditioned on applicants meeting the stated hourly requirements in either Ouray, Montrose or San Miguel County. The meeting adjourned at 5:55 p.m.
