Ridgway council approves permits, proclamations and partnerships; sets research into street vacation process

Ridgway's Town Council met May 8 and moved through a series of routine and community items, approving event permits and proclamations, authorizing partnership letters and intergovernmental support, and directing staff to study a potential right-of-way vacation.
The council unanimously approved the consent agenda, which included the April 10 minutes, the May register of demands and renewals for Ridgway Liquors and The Colorado Boy Pub & Brewery liquor licenses. Mayor Pro Tem Meyer moved the consent agenda and Councilor Schuyler seconded; the motion passed on a roll-call vote.
Event permits and proclamations cleared the agenda with unanimous votes. The council approved street closures and use of Hartwell Park for the Fete de la Musique on June 30 (mover: Councilor Kroger; second: Councilor Schuyler). The Ridgway Pickleball Club's permit for the San Juan Slam tournament, Sept. 20'22, including an added all-day Friday, was approved after Clark Gilbert noted the previous year drew about 150 participants and 100 visitors.
Council adopted a proclamation supporting the fourth annual Ouray County Pride Celebration after members of the Ouray County Pride Committee requested a flag raising at the event. Council also approved a proclamation declaring May 2024 Mental Health Awareness Month following a request from "Lauren" of Tri-County Health Network; Mayor Pro Tem Meyer moved the mental-health proclamation and Councilor Grambley seconded.
In licensing action, the council approved transfer of the restaurant liquor license for Taco Del Gnar to GNARLY Foods, Inc.; the Town Clerk reported the applicant members are Joseph Ouellette, Nicole Ouellette, William Harmsen and Amy Harmsen. Mayor Pro Tem Meyer moved approval and Councilor Kroger seconded; the motion carried on a roll-call vote.
The council approved an intergovernmental agreement with the City of Ouray and Ouray County for shared victim advocate services. Town Manager Neill said the Town's annual contribution for the program is $3,981; the IGA was approved unanimously.
Council authorized the Mayor to sign a letter supporting EcoAction Partners' Colorado Energy Office grant application to develop a regional energy code across San Miguel, Ouray and San Juan counties.
Council also approved joining Colorado WaterWise's "Live Like You Love It" public education campaign on water conservation; Manager Neill said the annual membership fee is $650 and offers outreach materials and campaign support.
Finally, Mayor Clark announced the Town Council scholarship will be awarded to Ridgway Secondary School senior Hannah Freed.
