The Town of Concord Personnel Board voted on July 8 to approve its draft charge (with an edit removing dated references), received an informational update about a childcare position title change and postponed final action on the employee handbook after several employees raised concerns.
Josh Fay moved to approve the draft personnel board charge as discussed on July 8, including an edit suggested by a Select Board liaison; the motion was seconded and approved by the members present (Kate Ryan, Mari Alexander, Josh Fay and Bill Moracek).
HR reported a classification update: the child care services manager position will be retitled "Director of Early Childhood Education and School Programs" to better reflect duties and to attract a broader applicant pool. HR said recruitment is underway and no change to compensation was reported at the meeting.
Earlier in the meeting the board approved routine minutes for May 13 and June 10. Several publicly attended items relating to the employee handbook — including overtime calculations, license-grace periods, fraud-reporting redundancy and a rare weapons-exception clause — were discussed and sent back to HR for further revision. The board set a follow-up target of returning to handbook items at its next meeting on August 12.
The board also reviewed HR metrics presented by Erin: average monthly turnover is 1.21%, year-to-date turnover 7.25% with a projected annual rate of 14.5%, and June time-to-fill averages were 79 days to offer and 111 days to start. Board members discussed whether a town-sponsored employee-satisfaction survey should be requested for the FY2028 budget and deferred that decision pending further research.
