Mattawan council approves parks master plan, budget amendments, audit engagement and equipment purchase; schedules manager interviews

The Village of Mattawan council approved several contracts, budget adjustments and equipment purchases and set a special meeting to interview candidates for the vacant village manager position.
President Stuut presented a quote from the Southwest Michigan Planning Commission to prepare a Parks Master Plan for $6,979.50; the council approved the contract by roll-call vote (Begeman, Daniel, McLean, Monroe, Streeter and Stuut voted yes). Clerk Storm-Artis presented budget amendments for the 2025–26 fiscal year and the council approved those amendments by roll-call vote. The council also approved a 2026 audit pre-engagement letter with Siegfried Crandall.
Superintendent Anthony sought replacement flow meters for the village’s treatment plants. The council approved purchasing the meters from Midwest Municipal Instrumentation for $8,042.00. President Stuut and Clerk Storm-Artis introduced a request related to Village property access; the council directed Attorney Graham to draft an access easement and liability agreement for the entrance adjacent to Village property. The minutes note a voice vote in which a nay was heard, but a later roll-call recorded unanimous yes votes.
Council approved a request by Larry Morgan for a fireworks display on Aug. 8, 2026, and approved Superintendent Anthony’s attendance at the Sensus Reach Conference. Superintendent Anthony said he plans to present a proposal for replacing the Main and McGillen traffic light at the July 13, 2026 meeting; no action was taken on the traffic-light item. Member McLean reported the park sprinklers are functioning and the council took no action on that item.
During the meeting councilors moved the village manager applications item to the end of the agenda for closed-session review. The council entered closed session at 8:10 p.m. to review candidate applications and returned to open session at 8:30 p.m. Council then voted to have President Stuut contact the selected candidates to schedule interviews at a special council meeting on June 29, 2026, starting at 6:00 p.m.
The meeting concluded with communications updates, including an MDOT repaving update and the council voting to send a response thanking Kimberly Wakeham for an e-mail. Clerk Storm-Artis reminded members that communications related to Village business may be subject to FOIA in light of a request from Richard McGrew. The meeting adjourned at 8:46 p.m.
