Boyce council approves June minutes, directs code compliance on 8 Whiting and military banners

Mayor Zack Hudson called the Boyce Town Council to order at 7:00 p.m. on July 1, 2025, and Recorder Whitney Maddox completed roll call; Berkeley Reynolds, Floyd Hudson, Carol Coffelt, Dennis Hall, Whitney Maddox and Mayor Hudson were recorded as present.
Floyd Hudson moved to approve the minutes of the June 3, 2025 meeting; Carol Coffelt seconded. The council approved the motion without discussion, recorded as passing 5-0.
Town Administrator Matt Hoff reviewed the administrator's written report and clarified that current DMV holds are recorded as of July 1, 2025 (rather than June 3). Hoff said the council will offer to meet with Mr. Sipe on Monday, July 7, 2025, at 6:00 p.m., and noted sidewalk and intersection-improvement items that will be discussed further at an upcoming work session.
Code Compliance Inspector Todd Shiley relayed legal advice from the town attorney regarding a property at 8 Whiting: the town was advised to contact the Clarke County Zoning Administrator, and if the ZA concludes the site is operating as a junkyard the ZA may issue a citation. The council directed Shiley to contact the zoning administrator. The council also directed Shiley to continue investigating the procedural steps for installing military banners so the council may review the process in a future meeting.
Treasurer John O'Neil was not present. Floyd Hudson asked about an outstanding tax bill under challenge; according to the treasurer's report there were no updates. Several appointed bodies and representatives reported no new business: CCSA representative Lee Coffelt and Planning Commission member Tracey Brown were not present (the planning commission had no meeting last month but expects a prospective member to attend the next month); Board of Supervisors representative Bev McKay had no report.
Mayor Hudson announced calendar changes and community events: Hot Dog Friday was moved from July 4 to July 11; bingo was closed Thursday and Sunday that week; and a community barbecue is planned for September. VDOT personnel are scheduled to attend the town's next work session to discuss intersection improvements.
The council set a work session for Tuesday, July 29, 2025 at 6:00 p.m. and scheduled the next regular meeting for August 19, 2025 at 7:00 p.m. The meeting opened for public comment and adjourned at 7:27 p.m.
