CCSA denies water restoration for $19,600 delinquent account; bids approved for plant ventilation and SCADA upgrade

Lee Coffelt reported to the Boyce Town Council on Sept. 17 for the CCSA board. During public comment a customer whose property has known unrepaired water leaks asked that water service be restored; Coffelt said the request was denied "at this time." Coffelt told the council the customer currently owes $19,600.00 and had defaulted on a prior payment plan.
Coffelt said the CCSA board reviewed and approved a bid to replace ventilation fans and inlet louvers at the wastewater treatment plant and approved a bid to upgrade the SCADA automation system at the water-treatment plant. He also said a memorandum of understanding is being drafted between CCSA and the Clarke County Treasurer's Office to support collection work. Coffelt noted rate increases that were approved at a prior meeting will take effect on Jan. 1, 2025.
Councilmembers asked about a resident bill that showed nearly 20,000 gallons used; Coffelt referenced the CCSA Leak Adjustment Policy as the mechanism to address unusually large bills and said a delinquent-account workgroup is pursuing process improvements for collections. No vote or local ordinance was adopted during the council meeting on these items; the council heard the CCSA report and will continue oversight through future updates.
