Planning Board endorses solar facility zoning language, forwards amendments to City Council

At its Aug. 7, 2025 meeting, the Presque Isle Planning Board approved language amendments to the Land Use and Development Code addressing Solar Electric Generation Facilities and voted to forward the revisions to the City Council.
Deputy Director Tim St. Peter reviewed changes members had requested at the prior meeting and provided Appendices A and B related to the solar facility provisions. With no public comment, the board opened and closed the public hearing promptly.
Board member Jayne Farrin asked whether adding or removing company names from Appendix B would require another public hearing. St. Peter responded that because Appendix B is part of the Land Use Code, any changes to the appendix would require a public hearing.
Ward Gerow noted grammatical issues in the language; St. Peter asked Gerow to email proposed edits so staff could incorporate them before sending materials to the City Council. The motion to approve the language amendments and forward them to the City Council was made by Richard Engels, seconded by Ward Gerow, and passed unanimously.
The board did not take additional substantive action on solar policy at the meeting; the approved language and appendices will be considered by the City Council in its next review.
